Sigh, the potential set of causes gets more obscure now. :-(

So, are you logged in the console now and able to ping boss?
What do these two show:

pc1> /usr/local/etc/emulab/tmcc.bin bossinfo
pc1> /usr/local/etc/emulab/tmcc.bin status
