Thank you for your help.

That line was not in the rc.conf file. 
Added the line mrouted_enable="YES" to the /etc/rc.conf file.
Hopefully we will not see this problem again.

Ah, maybe that is what happened.  You should put
mrouted_enable="YES"
in your /etc/rc.conf file.  Maybe we didn't do that last time.  That is
why
"forcestart" would work but not "start".
