This really solved the problem here. The disk images got reloaded and nodes got to the free pool now.

boss, to make sure that the reload really is failing the first time
through.

Running in a VM certainly could introduce issues, for example multicast
not working, but I wouldn't expect it to introudce this particular one -
the node has contacted tmcd on boss to find out what multicast address
is being used for this image, and tmcd is looking in the database and
finding nothing.
