Subject: [Testbed-admins] Problem creating VLANs on new testbed

Whenever attempting to create an experiment we get an error creating a
VLAN.  The experimental switch is an HP 5412zl.  We are using MIBs for
this switch that we got from Keith Sklower at UCB.

I'm not sure whether the first block of errors is relevant, or
indicative of something else wrong, but the big problem is in the
second block of code.  The entire output is at the bottom of this
message, in case it is useful.
