I would have to toss my vote in favor of a travel crate - that's what we use.  We have one of those doggie seat belts for Roscoe and it really doesn't work well.  I really laugh at those photos they show in the pet catalogs of the dog sitting upright and very still while wearing the seatbelt!  Yeah, right!  In whose dreams?!!!  The trouble with the seat belts is that they twist around and the dog tends to get all caught up in them, especially if you're an active Cairn Terrier that absolutely must get excited when he sees COWS!  Seriously, a travel crate is just a lot safer and offers more peace of mind.  Just my opinion.
