[Testbed-admins] VLan Creation

I am moving to a new issue in hopes that I can get a little further along and not get too bogged down with nodes booting. 

My issues lay with VLAN creation. My topology is a little different and I am not sure how to adjust the DB to work the way I need. 

Please find attached a simplified network topology.
Info:
1. I have no access to the Cisco router at the top other than manual changes (i.e. No snmp access)
2. each 'nor-a0X' is a nortel switch
3. nor-a02 is the switch on the control vlan, I am using it to reach the nodes with TFTP and dhcp from boss
4. The nor-a0X switches are not connected together.

At this point I am aiming to get a simple dumbell experiment up using one of the 3 (unused) nortel switches (nor-a01,nor-a03,nor-a04) and two nodes.

I added two stacks to the DB, one called 'Exerimental' and the other 'Control'. I then added nor-a02 to the Control stack and the other three to the Experimental stack.

when i start an experiment I get the following output:
