This makes sense for the nodes INSIDE emulab, but how are users
generally supposed to get files from OUTSIDE emulab into the /proj and
/users directories to begin with? They can't login directly to boss,
since by default they don't appear to have a human-usable login shell
(/etc/passwd shows /usr/testbed/sbin/paperbag as their login shell.)

Right, users are not allowed on boss, but they *do* have accounts on
ops (users). That is actually where the file systems reside, and boss
mounts them via NFS. Experimental nodes also mount those filesystems
when they are part of an experiment.

Are the users supposed to access these mounts via NFS access
directly to ops?

You can do that if you like, exporting your ops filesystems to other
networks, but we do not advise it. Just have people log into ops, or
their nodes after they start an experiment.
