[Testbed-admins] orderly shutdown procedure for a testbed

Suppose i need to take an entire testbed (all nodes, switches, and
boss/ops) offline for awhile.  What's the recommended way to make
sure all state is safe prior to a shutdown?  Is this a FAQ?
