Title: how to move nodes from reloading to hwdown?

I have some new nodes that got stuck in the reloading experiment.  I would like to put them into the hwdown experiment, but I can’t figure out how to do this.  Nfree just puts them back into reloading, and trying “nalloc emulab-ops hwdown pc1” tells me the node is already reserved.

Is there a way to do this?
