[Testbed-admins] Node usage graphs

A while ago, we introduced the ability to make graphs of the node usage
over time on Emulab:
    http://emulab.net/node_usage/
    .... and ...
    http://emulab.net/node_usage/usage.php

We figured this would be of interest to other Emulab sites too, so we've
cleaned up the code so that it can run on any Emulab installation. It's
in the current CVS tree. Setup does take a bit of work. The setup
process for these graphs is documented here:
    http://users.emulab.net/trac/emulab/wiki/NodeUsageInstall
