Commit Message/List Reconfig (was RE: [csmith-project/csmith] ddbef5)

This is done.  Emails will now come from the commit authors.

Also, I stopped setting the "Reply-to" header to be the list address.  Setting
this was prudent when emails came from noreply@github.com, but it's not needed
when emails come from real people.

So, if you want to follow-up to the list, be sure to "reply to all" instead of
"reply to sender."
