It appears that C-Reduce configures, and clang_delta builds, if I just rip the
-isysroot /blah/blah out of the command-line flags that we inherit from LLVM.

Not yet really tested, but it seems to be building w/o errors or warnings.

Anyway, this is the direction in which I'm headed.  I will work on this more
after this morning's colloquium.
