In general I agree but sometimes people move to the branch when close to a release since the new version becomes more important than the old one.

Sorry, I find it hard to get worked up about this sort of hygiene. I'll be more professional once I'm being paid to write C-Reduce.

At some level it doesn't really matter, since the branches come back together
when we make a release.  But it might be a good idea to do all the dev/bug
fixing on master, and save llvm-svn-compatible for versionitis stuff.
