[creduce-dev] reducing non-preprocessed code

This is working pretty well now.  I added some code today that makes an 
attempt (not always successful) to strip out comments.  Next up is 
partial resolution of #ifdefs.

People who are interested in this feature-- please test and let me know 
how things are looking.  I've made a lot of changes and surely there are 
some issues being introduced...
